
You have heard about NAIT’s Foundational Learning Assistance program. You know it exists. But you still have questions: Do I actually qualify? What exactly does it cover? How does the application work?
This article answers all of that — clearly, accurately, and based on official Government of Alberta program documentation.
What FLA Funding Actually Is
The Foundational Learning Assistance (FLA) program is a grant from the Government of Alberta. Not a loan. Not a bursary you need to compete for with an essay. A grant — meaning if you qualify and apply in time, the money is yours with no repayment required.
The program is designed to help unemployed or underemployed Albertans build foundational skills. At NAIT, it applies specifically to students in:
- ESL (English as a Second Language) — levels 1 to 6 through Continuing Education
- Academic Upgrading — a bridging program for adults preparing for post-secondary
The funding comes from the province, not from NAIT. NAIT registers you in the system, but the eligibility assessment, the invitation, and the payments all come from the Government of Alberta.
What FLA Covers
FLA is not just a tuition grant. According to the Government of Alberta, it can include a monthly financial award calculated based on household financial need, covering:
Education costs:
- Tuition
- Mandatory fees
- Student association fees
- Books and supplies
Living costs (full-time students):
- Food and clothing
- Personal needs
- Transportation
- Rent or mortgage
- Utility expenses
For eligible full-time students, FLA can cover both your program costs and a meaningful portion of your monthly living expenses. The exact amount varies based on your household situation — family size, income, and whether you study full-time or part-time.
Note: Health benefits are not covered under FLA. If you need health coverage, look into the Government of Alberta’s Alberta Adult Health Benefit program separately.
FLA is also taxable income. You will receive a tax slip in February to include in your tax filing for the previous year.
Who Qualifies — Official Eligibility Criteria
Citizenship and Status
You must be one of the following:
- A Canadian citizen
- A permanent resident under the Immigration and Refugee Protection Act
- A protected person legally entitled to work and study in Canada
You must have a valid Social Insurance Number (SIN) and an Alberta address.
Age
You must be 18 years of age or older when your program starts. In exceptional cases, students as young as 16 may be considered.
Program Enrollment
You must be enrolled in an approved program at NAIT — specifically ESL or Academic Upgrading through Continuing Education.
Employment Status
- Full-time students must be unemployed or working fewer than 20 hours per week
- Part-time students may qualify for tuition coverage even if working more hours
If you work more than 20 hours per week and want to leave your job to study full-time, you can still apply. A Client Service Specialist from the Government of Alberta will contact you to discuss a potential “Counsel to Leave Employment” approval.
Financial Need
FLA is needs-based. Your household income from the previous tax year (line 23600 of your tax return) is used to calculate how much you receive. There is no single fixed amount — the program is designed to meet actual household need.
Lifetime Maximum
You can receive FLA funding for a lifetime maximum of 50 months of full-time training. This applies across all institutions in Alberta. If you have previously received FLA at another school, those months count toward your total.
Two Types of Students — Continuing vs. New
At NAIT, there is an important distinction that affects your priority access to funding:
Continuing students You are a continuing student if you previously attended ESL or Academic Upgrading at NAIT and received FLA funding within the previous 2 semesters. Continuing students are typically contacted first when a funding window opens.
New students You are a new student if you are new to NAIT, or if you have not received FLA funding within the previous 2 semesters. New students compete for remaining funds after continuing students have had priority access.
This distinction matters because funding is limited and distributed first-come, first-served. If you are a new student, you are entering the most competitive part of the process.
How the Application Process Works — Step by Step
Registration for FLA opens approximately 10 to 12 weeks before term start. Here is the official process:
Step 1 — Get accepted into an approved NAIT program Apply to ESL or Academic Upgrading through NAIT Continuing Education and get admitted.
Step 2 — Ask NAIT to register you in the system Once enrolled, ask NAIT’s Continuing Education funding office to confirm your enrollment in the Government of Alberta’s Student Management System. This is what triggers your eligibility to receive the invitation.
Step 3 — Create your Alberta.ca Account — now, not later You need a verified Alberta.ca Account to access the online FLA application. The verification process can take up to 10 days. Do not wait for the invitation email. Create your account as soon as you are enrolled.
You will also need:
- Your Alberta Student Number (ASN) — look it up at the Learner Registry or request one if you do not have one
- Your Social Insurance Number (SIN)
- Your direct deposit banking information
Step 4 — Wait for the invitation email The Government of Alberta sends you an email from the NAIT Foundational Learning Team with a unique link to your application. This email arrives without advance warning.
Warning: If you do not complete your application within 30 days of receiving the link, it will be cancelled and you will have to start the process again.
Step 5 — Submit immediately Once you receive the link, act immediately. The funding window typically lasts around 48 hours — and based on real session data, all available spots can be taken within 6 hours of opening.
Step 6 — Receive your decision After submitting, you will receive a decision by email within 1 to 2 weeks. If approved:
- Tuition and fees are paid directly to NAIT
- Books and supply costs are included in your first living allowance payment
- Living allowance is deposited directly to your bank account — as a one-time or monthly payment depending on approval
What Happens After You Are Funded
Receiving FLA is not a one-time event. You are expected to maintain certain conditions:
Report any changes immediately You must contact the Government of Alberta’s Foundational Learning and Skills Development Contact Centre if anything changes — your attendance status, your employment situation, your address, or your family size.
Maintain academic progress Continuing to receive FLA in future terms depends on your academic progress. Students who withdraw, stop attending, or change from full-time to part-time must report this and may need to repay funding received for that period.
Complete the outcome survey 90 days after completing your program, you will receive a short survey by email. Completing it is expected as part of the program.

- The funding window is approximately 48 hours from open to close
- On average, all available spots are taken within 6 hours
- There are 3 sessions per year — Fall, Winter, and Spring
